Reviewing a set usually means three windows: the PDF, the previous issue somewhere in a folder, and the register where the comments go. Switching between them is where comments get lost.
The viewer puts the drawing, its revisions and the drawing index on one canvas. Zoom to a detail, step back through issues, overlay two revisions in colour at whatever opacity reads best, and mark up the sheet in place. Overlay several drawings at once as synced layers to check a service run against structure.
Markups are saved against the sheet and the revision they were made on, so the next person opening it sees what the last person found. Findings raised from the viewer land in the same registers as everything else.
